    Proposition M - April 6, 2010
Citizens Information Sheet

What is the Meramec Valley R-III School District asking of the voters on April 6, 2010?
The Board of Education of the Meramec Valley R-III School District is asking district patrons to approve Proposition M on the Tuesday, April 6th ballot.  Proposition M is a $15.31 million no-tax rate increase bond issue for the purpose of maintaining, improving, and renovating school sites in our district.

Why is additional funding needed for our schools?
The District's long-term plan for facilities requires the use of capital improvement funds that will be made available through the passage of Proposition M.  Capital funds are limited due to the fact that 95% of operational budget expenditures are committed to personnel, purchased services (i.e., utilities), and supplies.

How will the funding be used by our district?
The funds generated by passage of Proposition M can only be used for capital expenditures such as major maintenance, repair, renovation, large equipment purchases, and technology.  Necessary repairs and facility improvements, as well as updates to technology, cannot be adequately addressed through the operations budget. ALL school sites will benefit from the passage of Proposition M.

Can the District use bond issue proceeds for regular operating expenses?
NO, bond issue money cannot be used for operating expenses such as salaries and benefits, utilities, or supplies.

Will the passage of Proposition M change my taxes?
The bond issue will not increase the current debt service rate of 69 cents per 100 dollars of assessed valuation.  The District's current debt service levy will be extended for an additional four (4) years and provide 15.31 million dollars for district capital expenditures. The levy WILL BE EXTENDED but is not expected to be increased based upon reasonably conservative projections for future growth in assessed valuation and the low interest rates currently available in the bond market.  The debt service levy rate has been maintained at 69 cents since 1993-1994 school year.

What percentage of vote is required?
A 4/7 majority (57.2%) is required for Proposition M passage.

When is the election?
The election will be held April 6, 2010.  Polling locations are open from 6:00 a.m. until 7:00 p.m.

Who can vote?
Any MVR-III School District resident who is registered may vote on April 6th.  Anyone who needs to register may do so on or before Wednesday, March 10, 2010. A voter registration application is available at the link listed below or from any district building office.  If you will be out of town on April 6th or cannot travel to the polls, you may request an absentee ballot be mailed to you prior to the election.
