Cell Phone-Free

Missouri law (Senate Bill 68) requires all public schools in the state to restrict student use of personal electronic communication devices (such as cell phones) throughout the school day.  MVR-III is proud to go Cell Phone-Free to support focused learning, respectful interactions, and a safe, welcoming school climate.  This means students will keep their personal devices put away during the school day so they can fully engage in learning and social connections.

We understand electronics are a part of everyday life, and we appreciate your partnership in keeping our schools focused and student-centered.

🕒 When Are Devices NOT Allowed?

To support our Cell Phone-Free learning environment, student devices must be off/silenced and out of sight from the first bell to the final dismissal bell. This includes instructional time, passing periods, breaks, and meal times. Specifically, devices are not permitted for use at any time from 7:25 a.m. to 2:35 p.m. This means:

  • During class

  • During lunch

  • During breaks or recess

  • Between classes/passing periods

  • Phones may not be used as calculators or to listen to music.

💡 What Counts as a "Device"?

Any portable device used to send, receive, store, or view communication, information, or images, including:

  • Cell phones

  • Smartwatches

  • Gaming devices

  • Personal laptops and tablets

  • Ray-Ban Meta Glasses 

  • Wireless Earbuds

  • Ray-Ban Meta Glasses

✅ Are There Any Exceptions?
Yes. Devices may be used:
  • When required by a student’s Individualized Education Plan (IEP) or 504 Plan for medical reasons. 

  • In a documented medical emergency

  • When authorized by a teacher or administrator for an approved educational purpose. With teacher permission, students may use wired earbuds or headphones that connect directly to their school-issued Chromebook.

⚠️ What Happens If a Student Isn’t Complying with our Cell Phone-Free Plan?

We understand that adjusting to new expectations takes time. Our goal is to support students in making responsible choices. Our focus is on coaching students toward responsible use while keeping classrooms free from distractions. Violations of this policy will result in disciplinary action in accordance with the school's Code of Conduct.

It should be noted that refusal to surrender a cell phone or other electronic device when directed to do so by a school staff member, teacher, or administrator is a violation of the school's Code of Conduct as Student Insubordination, and will receive further consequences as outlined in the Code of Conduct. The school is not responsible for the loss, theft, or damage of any personal electronic device, whether it is in the student's possession or has been confiscated by staff. It is the student's responsibility to secure their belongings at all times.

🎒 Where Should Devices Be Stored?

To help students follow the Cell Phone-Free expectations, devices should be powered off/silenced and stored securely during the school day. Schools may designate appropriate storage options such as:

  • In student backpacks 

  • In lockers, when available

  • Phones should not be visible to staff during the school day.

📞 How Will Parents Be Able to Reach Students During the School Day?

We understand how important it is for families to stay connected. If you need to reach your student during the school day, please call your school’s main office or email your high school student for non-emergency situations. Our staff will ensure your message is delivered or will bring your student to the office if needed.

In the event of an emergency, students will always have access to communication through staff and the school office. Creating a Cell Phone-Free environment does not mean students are cut off; it means communication happens through the appropriate, safe channels so learning stays uninterrupted.
